Narrative:
Had been cleared by ZMP to cross caneen intersection at 11000 ft as per the meinz arrival to msp. Switched over to msp approach control and noticed we were at 10000 ft which was the old crossing restr before the standard arrival procedures were changed. Notified msp approach, and they did not seem concerned as they immediately cleared us to 7000 ft. Complacency was probably the biggest contribution factor.

Title: DC9 FLC DSNDS BELOW ASSIGNED ALT ON ARR.
Narrative: HAD BEEN CLRED BY ZMP TO CROSS CANEEN INTXN AT 11000 FT AS PER THE MEINZ ARR TO MSP. SWITCHED OVER TO MSP APCH CTL AND NOTICED WE WERE AT 10000 FT WHICH WAS THE OLD XING RESTR BEFORE THE STANDARD ARR PROCS WERE CHANGED. NOTIFIED MSP APCH, AND THEY DID NOT SEEM CONCERNED AS THEY IMMEDIATELY CLRED US TO 7000 FT. COMPLACENCY WAS PROBABLY THE BIGGEST CONTRIBUTION FACTOR.
