Narrative:
At FL280 about 70 NM east of pke VOR on J134, we received an RA from TCASII telling us to descend. At the time we were on ZAB frequency 128.45. We told center we were descending and he then called the traffic at 11:30 position moving toward the 9 O'clock position. The traffic had begun a descent before approaching us and descended to an altitude below our altitude. We descended 500 ft and then climbed back to FL280. At the closest point, the traffic passed about 6 mi down our left side.

Title: FLC OF S80 ACFT HAS TCASII RA TO DSND.
Narrative: AT FL280 ABOUT 70 NM E OF PKE VOR ON J134, WE RECEIVED AN RA FROM TCASII TELLING US TO DSND. AT THE TIME WE WERE ON ZAB FREQ 128.45. WE TOLD CTR WE WERE DSNDING AND HE THEN CALLED THE TFC AT 11:30 POS MOVING TOWARD THE 9 O'CLOCK POS. THE TFC HAD BEGUN A DSCNT BEFORE APCHING US AND DSNDED TO AN ALT BELOW OUR ALT. WE DSNDED 500 FT AND THEN CLBED BACK TO FL280. AT THE CLOSEST POINT, THE TFC PASSED ABOUT 6 MI DOWN OUR L SIDE.
