Narrative:

Our flight was given a last min takeoff runway change. After we were cleared for takeoff the controller reported the rollout RVR as being 1200 ft. The minimums for that runway were 1600 or 1/4 mi. That runway had no mid or touchdown RVR. My interpretation of the company's operation specifications and far's make no reference to rollout RVR requirements, only touchdown and mid. We had more than 1/4 mi prevailing visibility, so the takeoff was continued. I have submitted this report in the event someone else's interpretation of the event were to differ from my own. Regulations need to be simplified. Hopefully this would leave less to individual interps.

Title: THE FLC TOOK OFF WITH RVR RPTED TO BE 1200 AND THE MINIMUM RVR IS 1600 WHEN THERE IS ONLY ONE RVR AVAILABLE.

THAT RWY HAD NO MID OR TOUCHDOWN RVR. MY INTERP OF THE COMPANY'S OP SPECS AND FAR'S MAKE NO REF TO ROLLOUT RVR REQUIREMENTS, ONLY TOUCHDOWN AND MID. WE HAD MORE THAN 1/4 MI PREVAILING VISIBILITY, SO THE TKOF WAS CONTINUED. I HAVE SUBMITTED THIS RPT IN THE EVENT SOMEONE ELSE'S INTERP OF THE EVENT WERE TO DIFFER FROM MY OWN. REGS NEED TO BE SIMPLIFIED. HOPEFULLY THIS WOULD LEAVE LESS TO INDIVIDUAL INTERPS.
