Narrative:
ZMA never reported traffic to me and after the near miss with the king air told me they never saw him on radar! We (BE99) and king air were both at 8000 ft. ATC filed a near midair report and I suggested an overhaul of ZMA radar. I was IFR fll to NAS climbing out on bahama transition bah 098 fll through 8000 ft to 9000 ft, cleared a cloud through the climb and saw the king air. Evasive maneuver to avoid king air.

Title: THE RPTR WAS CLBING IFR/IMC THROUGH 8000 FT TO 9000 FT WHEN HE BROKE OUT ON TOP OF THE CLOUDS AND SAW A KING AIR ABOUT 300 FT AWAY AT THE SAME ALT. THE RPTR MADE AN EVASIVE MANEUVER. ARTCC DID NOT SEE THE KING AIR ON THEIR RADAR. THEREFORE, THERE WAS NO TA GIVEN.
