Narrative:
Near miss on ramp. Time: XX00. ATC frequency: ground. ATC facility: dca ground. Location: taxiway J abeam taxiway F. After pushback, first officer called for taxi. Clearance was taxi to runway 18 via taxiway J hold short of runway 15 stay to the right of taxiway J for an oncoming cessna. Clearance given to cessna to stay to the right also. Captain just started to taxi adjacent to txwys J and F intersection, when captain abruptly stopped the aircraft and rapidly flashed taxi lights at oncoming cessna that was coming directly at us. Tower called the cessna at the same time and told him to stay to the right. Several seconds later a dca ground vehicle called the tower and said that a small cessna almost ran into his vehicle when the cessna crossed the vehicle taxi lane. Estimate the cessna came with 15 ft of us and would have hit us if not for the captain hitting the brakes and flashing the lights. Both the captain and I thought he was going to hit us. Tower did a good job as well. The conditions were clear with excellent visibility.

Narrative: NEAR MISS ON RAMP. TIME: XX00. ATC FREQ: GND. ATC FACILITY: DCA GND. LOCATION: TXWY J ABEAM TXWY F. AFTER PUSHBACK, FO CALLED FOR TAXI. CLRNC WAS TAXI TO RWY 18 VIA TXWY J HOLD SHORT OF RWY 15 STAY TO THE R OF TXWY J FOR AN ONCOMING CESSNA. CLRNC GIVEN TO CESSNA TO STAY TO THE R ALSO. CAPT JUST STARTED TO TAXI ADJACENT TO TXWYS J AND F INTXN, WHEN CAPT ABRUPTLY STOPPED THE ACFT AND RAPIDLY FLASHED TAXI LIGHTS AT ONCOMING CESSNA THAT WAS COMING DIRECTLY AT US. TWR CALLED THE CESSNA AT THE SAME TIME AND TOLD HIM TO STAY TO THE R. SEVERAL SECONDS LATER A DCA GND VEHICLE CALLED THE TWR AND SAID THAT A SMALL CESSNA ALMOST RAN INTO HIS VEHICLE WHEN THE CESSNA CROSSED THE VEHICLE TAXI LANE. ESTIMATE THE CESSNA CAME WITH 15 FT OF US AND WOULD HAVE HIT US IF NOT FOR THE CAPT HITTING THE BRAKES AND FLASHING THE LIGHTS. BOTH THE CAPT AND I THOUGHT HE WAS GOING TO HIT US. TWR DID A GOOD JOB AS WELL. THE CONDITIONS WERE CLR WITH EXCELLENT VISIBILITY.
