Narrative:

I was flying in left seat. Captain saw aircraft at 10 O'clock position, took aircraft from me, and took evasive action to avoid traffic. Large transport aircraft's landing lights were on, and gave illusion of being closer and at lower altitude. Controller appeared to be overwhelmed, she was behind altitude assignments. We were cleared for the ILS runway 6 at ttn, 2000 ft high, and 4 mi out. Copilot did not become aware of conflict until after captain radioed phl approach and inquired about its proximity. We were never made aware of the MD80's position prior to the evasive action. Prior to evasive action philadelphia told us (next day by phone) we were 1000 ft below and 1 mi. Captain climbed toward MD80. Crew was nearing the end of 11 hour duty day. I advocate 121 rules for all crews. Left seat has build-up or larger window columns to accommodate a small door. Acts as natural barrier to left seat pilot, it obstructs vision. No autoplt, so one pilot must hand fly aircraft. Supplemental information from acn 327700: captain took control of aircraft without verbal transfer changed heading 30 degrees right and altitude plus 600 ft to avoid a large jet.

Title: A BE99 FLC TOOK EVASIVE ACTION WHEN AN MD80 APPEARED TOO CLOSE. THE BE99 FLC TURNED R AND ACTUALLY CLBED 600 FT TOWARDS THE ALT OF THE OTHER ACFT. SUBSEQUENT FLC ATC REVIEW REVEALED THAT THE 2 ACFT HAD BEEN SEPARATED BY 1000 FT AND 1 MI.
