Narrative:
Approximately 52 mi out of memphis we were given a descent clearance to cross 15 mi west of gqe VOR at 9000 ft, gqe at 6000 ft. The captain's VOR was tuned to mem, mine was on gqe (they were approximately 30 mi apart). I checked our time for the descent and began a 1000 FPM descent at the time the clearance was issued. Going through 12000 ft the controller asked if we had copied our crossing restr. The captain, PNF, acknowledged that we had. Upon looking at the aircraft position it became clear that I had incorrectly been navigating off of our mem VOR DME, not gqe. As a result we were at 12000 ft at 15 mi west of gqe instead of at 9000 ft as cleared. With a descent of 3500 FPM we met the 6000 ft restr at gqe. This error was caused by insufficient xchking of instruments.

Title: FLC FAILS TO MAKE XING RESTR DSNDING INTO MEMPHIS.
Narrative: APPROX 52 MI OUT OF MEMPHIS WE WERE GIVEN A DSCNT CLRNC TO CROSS 15 MI W OF GQE VOR AT 9000 FT, GQE AT 6000 FT. THE CAPT'S VOR WAS TUNED TO MEM, MINE WAS ON GQE (THEY WERE APPROX 30 MI APART). I CHKED OUR TIME FOR THE DSCNT AND BEGAN A 1000 FPM DSCNT AT THE TIME THE CLRNC WAS ISSUED. GOING THROUGH 12000 FT THE CTLR ASKED IF WE HAD COPIED OUR XING RESTR. THE CAPT, PNF, ACKNOWLEDGED THAT WE HAD. UPON LOOKING AT THE ACFT POS IT BECAME CLR THAT I HAD INCORRECTLY BEEN NAVING OFF OF OUR MEM VOR DME, NOT GQE. AS A RESULT WE WERE AT 12000 FT AT 15 MI W OF GQE INSTEAD OF AT 9000 FT AS CLRED. WITH A DSCNT OF 3500 FPM WE MET THE 6000 FT RESTR AT GQE. THIS ERROR WAS CAUSED BY INSUFFICIENT XCHKING OF INSTS.
