Narrative:

Center gave descend to 11000 ft and altimeter 30.43. Then told to call iad approach. On level off at 11000 ft approach asked what altitude are you cleared to descend? I replied, 11000 ft and altitude is 30.43. Approach immediately said, I show you at 10000 ft and altimeter is 29.54. Then cleared to maintain 10000 ft. I was in process of obtaining ATIS during this time, and had not yet had time to compare altimeter setting being used to altimeter on ATIS. Don't know where center got altitude of 30.43.

Narrative: CTR GAVE DSND TO 11000 FT AND ALTIMETER 30.43. THEN TOLD TO CALL IAD APCH. ON LEVEL OFF AT 11000 FT APCH ASKED WHAT ALT ARE YOU CLRED TO DSND? I REPLIED, 11000 FT AND ALT IS 30.43. APCH IMMEDIATELY SAID, I SHOW YOU AT 10000 FT AND ALTIMETER IS 29.54. THEN CLRED TO MAINTAIN 10000 FT. I WAS IN PROCESS OF OBTAINING ATIS DURING THIS TIME, AND HAD NOT YET HAD TIME TO COMPARE ALTIMETER SETTING BEING USED TO ALTIMETER ON ATIS. DON'T KNOW WHERE CTR GOT ALT OF 30.43.
