Narrative:

On feb/sun/96, at approximately XX40 I took off on runway 28L to do touch and goes and 3 each stop and does for currency requirements. I had completed 2 touch and goes and was cleared for the option on my third. While on downwind another aircraft in the pattern was instructed to change from runway 28L to runway 28R. There was much confusion on the radio due to this aircraft not following instructions and landing on runway 28L -- directly in front of me. Much distraction occurred at this same time with numerous other aircraft calling in for landing instructions. While on my final approach I was locating the aircraft in front of me, which was landing on the wrong runway (28L). Undecided whether a go around was necessary I failed to do my gump check and a gear-up landing resulted. Human considerations: perceptions: tower controller could not maintain control of aircraft in airport vicinity -- appeared she was in training. Action or inactions: I waited 20-25 mins with 4 other aircraft for takeoff approval on runway 28L with light air traffic conditions (2 aircraft in pattern and allowed 2 lndgs). Factors affecting the quality of human performance: I was anxious after waiting 20-25 mins for takeoff approval. I was not comfortable with the 'control' of the air traffic area. My attention was diverted from flying the aircraft to the confusion of the vicinity of other aircraft. With the lack of recent flying time I was not at my best level of performance. With the confusion and distraction outside the aircraft this incident occurred.

Title: GEAR UP LNDG. RPTR ATTRIBUTES LACK OF RECENT FLYING, POOR TWR CTLR, CONFUSION AND DISTR AS CONTRIBUTING FACTORS.
