Narrative:
I was on short final, runway 28. The winds were 260 degrees at 12 KTS gusting to 20 KTS as reported by bdl ATIS. I was commencing my roundout when a gust of wind lifted me up and I drifted off of the runway. As I added power my wing struck a parked plane's propeller and the trailing edge of my wing punctured the second aircraft's front window. I managed to steer the plane back onto the runway and bring the aircraft to a complete stop without any additional damage and without any injuries.
