Narrative:

While working the ground and local control position at tucson I had 3 successive air carrier aircraft taxi to runway 11L. Each one had to be told to stop prior to crossing active runway 21 as each one taxied past the approach end of runway 11L at the approach end, taxiway 'A4.'
