Narrative:
After turning onto final at 1 1/2 mi, I can see a low wing aircraft at hold line. There was a radio transmission of an aircraft pulling onto runway. (I transmitted my turn to final previously.) I again transmitted to aircraft I was on short final (1/2 mi), on very short final the plane pulls onto runway. (Mental error #1) I thought 'huh?', maybe this guy wants me to pop over him, touch and go, and he will 'follow' me out. (Also, it was not busy in the traffic pattern at that time.) as I pass over him (at a higher altitude than I normally approach the runway) and I hear his engine revving. (Mental error #2) concentrating on the crosswind and landing with a touch and go with one wheel touching and then retaking the air in a more normal fashion (normal takeoff after a touch and go). I then executed another downwind, base and final for full stop. Soured by an apparent lapse in good judgement, I called it a day. I 'knew' a miscom and failure to see me resulted in his pulling onto the runway. My attention should have been on a 'go around.' I have talked to 2 CFI's and checked the FARS for reinforcement of my error. I did not feel animosity towards the other pilot during this episode. I felt some confusion on what the other guy was doing, what he intended to do, and what he was going to do. I assumed too much and unsure of myself, went on to embarrass myself. I know for myself, next time, I go around. God only knows what the other pilot did. I never heard another word on the radio from him.

Title: LOW TIME PVT PLT USED POOR JUDGEMENT AND LANDED OVER AN ACFT TAXIING ONTO THE RWY AND DID A TOUCH AND GO.
Narrative: AFTER TURNING ONTO FINAL AT 1 1/2 MI, I CAN SEE A LOW WING ACFT AT HOLD LINE. THERE WAS A RADIO XMISSION OF AN ACFT PULLING ONTO RWY. (I XMITTED MY TURN TO FINAL PREVIOUSLY.) I AGAIN XMITTED TO ACFT I WAS ON SHORT FINAL (1/2 MI), ON VERY SHORT FINAL THE PLANE PULLS ONTO RWY. (MENTAL ERROR #1) I THOUGHT 'HUH?', MAYBE THIS GUY WANTS ME TO POP OVER HIM, TOUCH AND GO, AND HE WILL 'FOLLOW' ME OUT. (ALSO, IT WAS NOT BUSY IN THE TFC PATTERN AT THAT TIME.) AS I PASS OVER HIM (AT A HIGHER ALT THAN I NORMALLY APCH THE RWY) AND I HEAR HIS ENG REVVING. (MENTAL ERROR #2) CONCENTRATING ON THE XWIND AND LNDG WITH A TOUCH AND GO WITH ONE WHEEL TOUCHING AND THEN RETAKING THE AIR IN A MORE NORMAL FASHION (NORMAL TKOF AFTER A TOUCH AND GO). I THEN EXECUTED ANOTHER DOWNWIND, BASE AND FINAL FOR FULL STOP. SOURED BY AN APPARENT LAPSE IN GOOD JUDGEMENT, I CALLED IT A DAY. I ASSUMED TOO MUCH AND UNSURE OF MYSELF, WENT ON TO EMBARRASS MYSELF. I KNOW FOR MYSELF, NEXT TIME, I GAR. GOD ONLY KNOWS WHAT THE OTHER PLT DID. I NEVER HEARD ANOTHER WORD ON THE RADIO FROM HIM.
