Narrative:
In sum: the radar targets of military X on a coordinated touch-and-go off runway 23R and military Y, a 2 aircraft flight, departing runway 23L merged prior to the departure end of runway 23L. A student and a qualified monitor were working the local position. The student misread the aural and visual coordination computer between the radar room and the tower, which indicated that military X was a touch-and-go, and released military Y thinking military X was a full stop landing. A third controller about to open the previously combined coordinator position observed the situation and attempted coordination with the departure radar position to resolve the conflict. The controller monitor, who was inattentive to duty and took no action until informed of the situation, issued traffic to military Y about military X who saw the AV8 to their right before entering the clouds.

Title: OPERROR INVOLVING THE LTSS BTWN MIL X AND MIL Y AS BOTH FLTS DEPARTED PARALLEL RWYS.
Narrative: IN SUM: THE RADAR TARGETS OF MIL X ON A COORDINATED TOUCH-AND-GO OFF RWY 23R AND MIL Y, A 2 ACFT FLT, DEPARTING RWY 23L MERGED PRIOR TO THE DEP END OF RWY 23L. A STUDENT AND A QUALIFIED MONITOR WERE WORKING THE LCL POS. THE STUDENT MISREAD THE AURAL AND VISUAL COORD COMPUTER BTWN THE RADAR ROOM AND THE TWR, WHICH INDICATED THAT MIL X WAS A TOUCH-AND-GO, AND RELEASED MIL Y THINKING MIL X WAS A FULL STOP LNDG. A THIRD CTLR ABOUT TO OPEN THE PREVIOUSLY COMBINED COORDINATOR POS OBSERVED THE SIT AND ATTEMPTED COORD WITH THE DEP RADAR POS TO RESOLVE THE CONFLICT. THE CTLR MONITOR, WHO WAS INATTENTIVE TO DUTY AND TOOK NO ACTION UNTIL INFORMED OF THE SIT, ISSUED TFC TO MIL Y ABOUT MIL X WHO SAW THE AV8 TO THEIR R BEFORE ENTERING THE CLOUDS.
