Narrative:

CL65 aircraft was parked at gate X, cyul. Aircraft was only chocked with one chock in front of nose gear. Signal was given for chocks in and I released the parking brake. Approximately 3-5 mins later the aircraft rolled back 4-6 ft striking a baggage cart and a bag loader. Damage was to the left wing inboard flap hinge fairings and stripped paint on the trailing edge of the left winglet. The aircraft was improperly chocked allowing it to roll on the ramp. Confusion on the apparent hand signals for the chocking of the aircraft. All checklists were completed properly to include the terminating checklist which calls for release of parking brake. Supplemental information from acn 330622: apparent confusion on the hand signal for chocks in place may have contributed to this incident.

Title: FLC OF CL65 RELEASES BRAKE AFTER CHOCKS IN SIGNAL IS GIVEN. ACFT ROLLS BACK 4-6 FT.

Narrative: CL65 ACFT WAS PARKED AT GATE X, CYUL. ACFT WAS ONLY CHOCKED WITH ONE CHOCK IN FRONT OF NOSE GEAR. SIGNAL WAS GIVEN FOR CHOCKS IN AND I RELEASED THE PARKING BRAKE. APPROX 3-5 MINS LATER THE ACFT ROLLED BACK 4-6 FT STRIKING A BAGGAGE CART AND A BAG LOADER. DAMAGE WAS TO THE L WING INBOARD FLAP HINGE FAIRINGS AND STRIPPED PAINT ON THE TRAILING EDGE OF THE L WINGLET. THE ACFT WAS IMPROPERLY CHOCKED ALLOWING IT TO ROLL ON THE RAMP. CONFUSION ON THE APPARENT HAND SIGNALS FOR THE CHOCKING OF THE ACFT. ALL CHKLISTS WERE COMPLETED PROPERLY TO INCLUDE THE TERMINATING CHKLIST WHICH CALLS FOR RELEASE OF PARKING BRAKE. SUPPLEMENTAL INFO FROM ACN 330622: APPARENT CONFUSION ON THE HAND SIGNAL FOR CHOCKS IN PLACE MAY HAVE CONTRIBUTED TO THIS INCIDENT.
