Narrative:
Approximately 11 DME southwest of sjc VORTAC, IMC conditions, 4500 ft MSL, turning from heading 140 degrees to 360 degrees received GPWS warning, 'terrain, terrain.' started pull-up and power increase immediately. At second activation of warning pulled aircraft pitch to stick shaker and power levers to go around power. Climbed approximately 2000 ft and notified ATC of deviation. Reentered and descended on downwind for uneventful approach and landing to runway 12 at sjc. Unable to give PA to passenger or advise flight attendants due to block in time constraints. Called TRACON supervisor after landing and he stated that this seemed to be occurring primarily to our air carrier aircraft. He also stated that MVA for that sector was 4100 ft. He also stated that they were treating this as an equipment malfunction. I asked him to save the tapes. Some passenger deplaned before we were able to stand in cockpit doorway and explain to the passenger that since we were in clouds we have to treat the warning as valid and maneuver the aircraft so abruptly.

Title: GPWS WARNING. CORRECTIVE ACTION APPLIED. NO APPARENT TERRAIN CLRNC RELATIONSHIP. POSSIBLE FALSE WARNING DUE TO HVY RAIN, HAIL OR SYS MALFUNCTION.
Narrative: APPROX 11 DME SW OF SJC VORTAC, IMC CONDITIONS, 4500 FT MSL, TURNING FROM HDG 140 DEGS TO 360 DEGS RECEIVED GPWS WARNING, 'TERRAIN, TERRAIN.' STARTED PULL-UP AND PWR INCREASE IMMEDIATELY. AT SECOND ACTIVATION OF WARNING PULLED ACFT PITCH TO STICK SHAKER AND PWR LEVERS TO GAR PWR. CLBED APPROX 2000 FT AND NOTIFIED ATC OF DEV. REENTERED AND DSNDED ON DOWNWIND FOR UNEVENTFUL APCH AND LNDG TO RWY 12 AT SJC. UNABLE TO GIVE PA TO PAX OR ADVISE FLT ATTENDANTS DUE TO BLOCK IN TIME CONSTRAINTS.
