Narrative:
Received duat and phone briefing from FSS, used current charts and airport facility directory for VFR flight from dto to ssf. Called sat approach 10 mi north of VOR (124.45) on published frequency. No response for 3-5 mins. Multiple tries. Received transmission that sat approach was on 127.1. I may have violated the class C (4.8 ceiling) while trying to raise them. When I asked a designated examiner, he told me I didn't check local NOTAMS. How can the approach control serving the 9TH largest city in united states not be monitoring its published frequency? Recommendation: a) monitor all published frequencys for handoffs as appropriate. B) don't make important frequency changes a 'local' NOTAM. C) 'local' NOTAMS should not be hidden below a standard briefing. They should be part of it.

Title: APCH CTL FREQ WAS CHANGED AND NOTAMED. RPTR PLT DIDN'T RECEIVE THE NOTAM DURING HIS BRIEFING AND, WHEN ATTEMPTING TO CONTACT APCH CTL TO ENTER CLASS C AIRSPACE, WAS UNABLE TO GET THEM ON THE PUBLISHED FREQ.
Narrative: RECEIVED DUAT AND PHONE BRIEFING FROM FSS, USED CURRENT CHARTS AND ARPT FACILITY DIRECTORY FOR VFR FLT FROM DTO TO SSF. CALLED SAT APCH 10 MI N OF VOR (124.45) ON PUBLISHED FREQ.
