Narrative:

No radio contact at reporting points in south america. Time XA07Z, ATC frequency 88.55. ATC facility: porto velho center. Location: kadut reporting point. Unable radio contact with porto velho center, brazil, for 2 mandatory reporting points -- kadut and ilres. Both points are on route ua-316. We tried all listed VHF and HF frequencys for porto velho center to no avail. The first 3 reporting points on ua-316 were passed to center with no problems. We contacted flight support lima with a position report for those 2 points for relay to porto velho. They said they would do this. Also called santa cruz radio to relay back to porto velho. They were the next center on the route, but they did not seem to understand our request. Additionally we attempted to obtain a radio relay from any other aircraft. None were available that were in contact with porto velho, due to the time of day, early morning. Callback conversation with reporter revealed the following information: the reporter stated he believes the problem was the porto velho controller during this pre-dawn early morning hour took a break. He said he was at FL350 as best he could remember. VHF contact was good up to kadut and after ilres. However, no radios were able to raise porto velho center for the 2 mandatory reporting points. When contacting the next station, which was la paz, bolivia, attempts were made to relay the position report back to porto velho, but language barriers seemed to block the effort. Company notices were out that violations had occurred for failure to make mandatory position reports, so every effort was expended to communicate the report. Even flight support peru was contacted to relay the position report.

Narrative: NO RADIO CONTACT AT RPTING POINTS IN SOUTH AMERICA. TIME XA07Z, ATC FREQ 88.55. ATC FACILITY: PORTO VELHO CTR. LOCATION: KADUT RPTING POINT. UNABLE RADIO CONTACT WITH PORTO VELHO CTR, BRAZIL, FOR 2 MANDATORY RPTING POINTS -- KADUT AND ILRES. BOTH POINTS ARE ON RTE UA-316. WE TRIED ALL LISTED VHF AND HF FREQS FOR PORTO VELHO CTR TO NO AVAIL. THE FIRST 3 RPTING POINTS ON UA-316 WERE PASSED TO CTR WITH NO PROBS. WE CONTACTED FLT SUPPORT LIMA WITH A POS RPT FOR THOSE 2 POINTS FOR RELAY TO PORTO VELHO. THEY SAID THEY WOULD DO THIS. ALSO CALLED SANTA CRUZ RADIO TO RELAY BACK TO PORTO VELHO. THEY WERE THE NEXT CTR ON THE RTE, BUT THEY DID NOT SEEM TO UNDERSTAND OUR REQUEST. ADDITIONALLY WE ATTEMPTED TO OBTAIN A RADIO RELAY FROM ANY OTHER ACFT. NONE WERE AVAILABLE THAT WERE IN CONTACT WITH PORTO VELHO, DUE TO THE TIME OF DAY, EARLY MORNING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED HE BELIEVES THE PROB WAS THE PORTO VELHO CTLR DURING THIS PRE-DAWN EARLY MORNING HR TOOK A BREAK. HE SAID HE WAS AT FL350 AS BEST HE COULD REMEMBER. VHF CONTACT WAS GOOD UP TO KADUT AND AFTER ILRES. HOWEVER, NO RADIOS WERE ABLE TO RAISE PORTO VELHO CTR FOR THE 2 MANDATORY RPTING POINTS. WHEN CONTACTING THE NEXT STATION, WHICH WAS LA PAZ, BOLIVIA, ATTEMPTS WERE MADE TO RELAY THE POS RPT BACK TO PORTO VELHO, BUT LANGUAGE BARRIERS SEEMED TO BLOCK THE EFFORT. COMPANY NOTICES WERE OUT THAT VIOLATIONS HAD OCCURRED FOR FAILURE TO MAKE MANDATORY POS RPTS, SO EVERY EFFORT WAS EXPENDED TO COMMUNICATE THE RPT. EVEN FLT SUPPORT PERU WAS CONTACTED TO RELAY THE POS RPT.
