Narrative:
I was under 'the hood.' my instructor called for a standard rate left turn. Upon entering the turn he commanded an immediate right turn. I then looked up to see the arrow pass by. Factors affecting, visibility 6 mi in haze, the numerous training aircraft and lack of radar surveillance (I believe the arrow was on an IFR flight plan.

Title: THE RPTR WAS UNDER THE 'HOOD.' HIS INSTRUCTOR CALLED FOR A STANDARD RATE L TURN. UPON ENTERING THE TURN HE COMMANDED AN IMMEDIATE R TURN. A PIPER ARROW WAS SEEN PASSING ABOUT 150 FT HORIZ AND 25 FT VERT. THE PIPER ARROW WAS ON AN IFR FLT.
