Narrative:
After executing a morning flight of non precision approachs, I temporarily lost radio communication with tampa approach. When I regained communication I told tampa that I would cancel IFR with barton tower. My student canceled IFR with barton tower when we passed over the field while executing the VOR/DME approach to lake wales (X07). The tower acknowledged our IFR cancellation but did not forward the request to tampa. Another pilot in the vicinity heard the transmission and validated our IFR cancellation. Barton tower claimed he had to close the airport to IFR operations for 1/2 hour. En route to lake wales, after passing bow tower, tower asked my DME. I told him I did not have DME on board although there is a LORAN on board. Tower promised to prosecute and demanded our names, addresses, phone numbers, and certificate numbers. In the light of the severe clear WX conditions I felt it was safe to execute a VOR DME approach without DME. This may have been a violation of the FARS in not having appropriate equipment on board the aircraft.

Title: TWR ACKNOWLEDGED IFR CANCELLATION, BUT DIDN'T RELAY IT TO CTR. THEN, TWR LCL CTLR THREATENED FLC FOR PRACTICING A VOR DME APCH WITHOUT DME EQUIP.
Narrative: AFTER EXECUTING A MORNING FLT OF NON PRECISION APCHS, I TEMPORARILY LOST RADIO COM WITH TAMPA APCH. WHEN I REGAINED COM I TOLD TAMPA THAT I WOULD CANCEL IFR WITH BARTON TWR. MY STUDENT CANCELED IFR WITH BARTON TWR WHEN WE PASSED OVER THE FIELD WHILE EXECUTING THE VOR/DME APCH TO LAKE WALES (X07). THE TWR ACKNOWLEDGED OUR IFR CANCELLATION BUT DID NOT FORWARD THE REQUEST TO TAMPA. ANOTHER PLT IN THE VICINITY HEARD THE XMISSION AND VALIDATED OUR IFR CANCELLATION. BARTON TWR CLAIMED HE HAD TO CLOSE THE ARPT TO IFR OPS FOR 1/2 HR. ENRTE TO LAKE WALES, AFTER PASSING BOW TWR, TWR ASKED MY DME. I TOLD HIM I DID NOT HAVE DME ON BOARD ALTHOUGH THERE IS A LORAN ON BOARD. TWR PROMISED TO PROSECUTE AND DEMANDED OUR NAMES, ADDRESSES, PHONE NUMBERS, AND CERTIFICATE NUMBERS.
