Narrative:
Captain failed to meet crossing restr 25 mi west of mht, missed it by plus 2500 ft. He met it 5 mi past or 20 mi west of mht. Captain was asked by me twice if he was aware of crossing restr, but failed to comply even though he acknowledged he understood restr. Captain situational awareness very low -- seemed very distracted by something unknown to other crew members.

Title: THE CAPT FAILED TO MAKE THE XING RESTR 25 MI W OF MHT BY 2500 FT. HE MADE THE ALT REQUIRED AT 20 MI W OF MHT OR 5 MI LATE. THE FO ASKED THE CAPT TWICE IF HE WAS AWARE OF THE XING RESTR, BUT HE FAILED TO COMPLY EVEN THOUGH HE UNDERSTOOD THE RESTR. THE CAPT'S SITUATIONAL AWARENESS IS VERY LOW. HE SEEMS TO BE DISTRACTED BY SOMETHING UNKNOWN TO OTHER CREW MEMBERS.
