Narrative:
On arrival to the lga terminal area, as the PNF, I was off the center frequency copying the ATIS and communicating with company operations. During that time clearance was given and acknowledged by the captain to cross somto at 13000 ft. Our current altitude was FL260. Upon returning to the center frequency, I questioned the new altitude set in the mode control panel (13000 ft), but failed to verify that altitude had been properly set in the FMC. It had been set to cross ard at 13000 ft instead of somto, 10 mi earlier. ATC questioned our altitude at which time we discovered that we had missed our crossing restr. There was no conflict. I would suggest some type of verbal requirement between pilots to ensure that all clrncs will be complied with in sits where one pilot is absent from the center frequency. This should possibly include a statement of 'briefing complete,' when all changes are voiced.
Original NASA ASRS Text
Title: ON ARR INTO LGA THE PNF WAS OFF THE CTR FREQ GETTING THE ATIS AND TALKING TO COMPANY. DURING THAT TIME A CLRNC WAS ACKNOWLEDGED BY THE PF TO CROSS SOMTO AT 13000 FT. THE ALT HAD BEEN SET ON THE MCP, BUT, TO CROSS ARD IN THE FMC INSTEAD OF SOMTO WHICH IS 10 MI EARLIER. ATC QUESTIONED THE ALT BUT THE FLC HAD ALREADY MISSED THE RESTR. THE RPTR SUGGESTED SOME PROC NEEDS TO EXIST THAT ASSURES THE NEW CLRNC IS THOROUGHLY BRIEFED.

THIS SHOULD POSSIBLY INCLUDE A STATEMENT OF 'BRIEFING COMPLETE,' WHEN ALL CHANGES ARE VOICED.
