Narrative:
Approach control was very busy when he lined us up at fll. He never switched us to tower. Descending on the glide path, the copilot pointed out a banner tow aircraft crossing the approach. He kept watching it while my attention was diverted to an aircraft which had landed, but not cleared the runway. It rolled all the way to the end of the runway. I could not understand why the tower had not asked it to expedite off the runway. It finally cleared, and as I started to flare I asked the copilot if we were cleared to land. I saw the expression on his face and he reached down and flipped the radio selector switch. There was no time to confirm a landing clearance so I elected to go around. We were then vectored for an uneventful landing.

Title: A B737 CAPT EXECUTED A GAR WHEN HE DISCOVERED THAT THE ATCT LCL CTLR HAD NOT BEEN CONTACTED AND A CLRNC TO LAND HAD NOT BEEN RECEIVED. THE RPTR (PF) STATES THAT THE APCH CTLR WAS VERY BUSY AND NEVER SWITCHED THE FLC TO THE ATCT LCL CTLR WHEN THEY WERE INBOUND TO FLL.
Narrative: APCH CTL WAS VERY BUSY WHEN HE LINED US UP AT FLL. HE NEVER SWITCHED US TO TWR. DSNDING ON THE GLIDE PATH, THE COPLT POINTED OUT A BANNER TOW ACFT XING THE APCH. HE KEPT WATCHING IT WHILE MY ATTN WAS DIVERTED TO AN ACFT WHICH HAD LANDED, BUT NOT CLRED THE RWY. IT ROLLED ALL THE WAY TO THE END OF THE RWY. I COULD NOT UNDERSTAND WHY THE TWR HAD NOT ASKED IT TO EXPEDITE OFF THE RWY. IT FINALLY CLRED, AND AS I STARTED TO FLARE I ASKED THE COPLT IF WE WERE CLRED TO LAND. I SAW THE EXPRESSION ON HIS FACE AND HE REACHED DOWN AND FLIPPED THE RADIO SELECTOR SWITCH. THERE WAS NO TIME TO CONFIRM A LNDG CLRNC SO I ELECTED TO GAR. WE WERE THEN VECTORED FOR AN UNEVENTFUL LNDG.
