Narrative:

Work over the dca washington TCA at 14200 ft on a photo mission for united states government, we had a TCASII alert. I saw a B777 very close on copilot's side, low and climbing, so we made evasive action. We were not in radio contact with ATC because in the morning when we tried to let them know about our mission, they did not want to work with us. This is not the first time this has happened. Please contact me about this before safety is jeopardized again. Callback conversation with reporter revealed the following information: the reporter stated he was flying a piper chieftan PA31. He said his mission requires the flight be within 25 ft vertically and 50 ft horizontally in space. He stated the special differential GPS installed in the aircraft facilitates this. However, the autoplt cannot be used because autoplt corrections are made with bank which the photo mission specifications will not allow. He stated he had another person on board who is the cameraman but is not looking for other traffic. He is flying single pilot.

THE RPTR WAS NOT IN RADIO CONTACT WITH ATC BECAUSE WHEN COORD OVER THE PHONE WAS ATTEMPTED CTR DID NOT WANT TO WORK THE MISSION.
