Narrative:
When approaching calexico airport, a small aircraft was on base leg. I entered pattern on downwind and as I passed the approach end, the airplane was landing. I continued downwind, made base leg and turned on final. My procedure for lowering gear is on final approach runway clear or cleared to land. When I saw the plane still on the runway moving slowly I thought maybe trouble and left my gear up for a possible go around. The plane was not clearing runway in a timely manner so I called the pilot and asked if he was going to clear, and shortly after he moved off, and with plenty of runway left, I reduced some power and about 2 or 3 ft off runway, I cut all power the horn beeped -- it was too late for recovery. To prevent a recurrence, I will adjust the warning horn to a higher power setting and mount a flashing red light in sequence with horn on the upper part of instrument panel which will result in lowering the gear at a higher speed and would prevent a recurrence.

Title: SMT PLT FAILS TO LOWER LNDG GEAR ON FINAL.
Narrative: WHEN APCHING CALEXICO ARPT, A SMALL ACFT WAS ON BASE LEG. I ENTERED PATTERN ON DOWNWIND AND AS I PASSED THE APCH END, THE AIRPLANE WAS LNDG. I CONTINUED DOWNWIND, MADE BASE LEG AND TURNED ON FINAL. MY PROC FOR LOWERING GEAR IS ON FINAL APCH RWY CLR OR CLRED TO LAND. WHEN I SAW THE PLANE STILL ON THE RWY MOVING SLOWLY I THOUGHT MAYBE TROUBLE AND LEFT MY GEAR UP FOR A POSSIBLE GAR. THE PLANE WAS NOT CLRING RWY IN A TIMELY MANNER SO I CALLED THE PLT AND ASKED IF HE WAS GOING TO CLR, AND SHORTLY AFTER HE MOVED OFF, AND WITH PLENTY OF RWY LEFT, I REDUCED SOME PWR AND ABOUT 2 OR 3 FT OFF RWY, I CUT ALL PWR THE HORN BEEPED -- IT WAS TOO LATE FOR RECOVERY.
