Narrative:
During approach to isp from the south we were given clearance below 10000 ft MSL (believe we were cleared to 9000 ft MSL). As we were approaching 10000 ft, got several radio xmissions about traffic ahead and other miscellaneous radio traffic. In all these rapid fire happenings, first officer (flying) and I did not see that the FMS/FMC was not set up properly to slow to 250 KTS at 10000 ft. Descended through 10000 ft at 280 KTS slowing to 250 KTS at 9000 ft.

Narrative: DURING APCH TO ISP FROM THE S WE WERE GIVEN CLRNC BELOW 10000 FT MSL (BELIEVE WE WERE CLRED TO 9000 FT MSL). AS WE WERE APCHING 10000 FT, GOT SEVERAL RADIO XMISSIONS ABOUT TFC AHEAD AND OTHER MISC RADIO TFC. IN ALL THESE RAPID FIRE HAPPENINGS, FO (FLYING) AND I DID NOT SEE THAT THE FMS/FMC WAS NOT SET UP PROPERLY TO SLOW TO 250 KTS AT 10000 FT. DSNDED THROUGH 10000 FT AT 280 KTS SLOWING TO 250 KTS AT 9000 FT.
