Narrative:
On apr/xx/96, I received a telephone call which was a complaint from an anonymous citizen near my beach house in rural gulf county. He apparently felt that I was in violation of an FAA regulation and insisted that he would forward this complaint to the FAA. His contention is that on apr/sun/96 I was flying lower than FAA regulations allow while making several passes over the beach house. I feel that no violations of FAA regulation 91.119 (MSA: general) occurred. These houses are located along a narrow spit of land which extends approximately 2 mi into the gulf and is less than 1/2 mi wide with no commercial properties. In my judgement, it meets the criteria of FAA regulation 91.119(C) (other than congested areas). On this particular day, I made several passes down the unoccupied beach at approximately 300 ft AGL and more than 500 ft from any person, vehicle or structure. I climbed to 500 ft to cross over the peninsula and associated structures descending again to 300 ft over the water. My concern is for the continued enhancement of GA, and because of the concern of this 1 neighbor, all future flts at this location will be at least 1000 ft vertical/2000 ft horizontal.

Title: PVT PLT OF AN SMA SEL WAS ACCUSED BY A NEIGHBOR ON THE GND OF FLYING BELOW THE MSA WHILE HE WAS OBSERVED FLYING NEAR AND OVER HIS RESIDENCE.
