Narrative:

In sum: reporter experienced scalloping ILS localizer runway 23 cle which caused the coupled autoplt to offset the aircraft from the runway alignment when aircraft broke out. In retrospect, the reporter cannot believe he maneuvered the aircraft so aggressively so low to the ground to salvage the approach. Callback conversation with reporter revealed the following information: the reporter stated he has since flown the ILS to runway 23 at cle. There was no abnormality on the localizer. When the localizer was scalloping, the tower assured the pilots there were no intrusions by vehicles on the ILS clear areas. The reporter stated he sent the report in for 2 reasons. One was to alert the industry about the cle runway 23 ILS. That seems to have been corrected. The second reason was to alert the industry of the human factors tendency to attempt to salvage an approach during the approach that he would have made a missed approach on were he possessed with the judgement that exists remote from the situation. The copilot did not complain. There were no passenger complaints. The reporter cannot believe he allowed himself to maneuver so aggressively so close to the ground.

Narrative: IN SUM: RPTR EXPERIENCED SCALLOPING ILS LOC RWY 23 CLE WHICH CAUSED THE COUPLED AUTOPLT TO OFFSET THE ACFT FROM THE RWY ALIGNMENT WHEN ACFT BROKE OUT. IN RETROSPECT, THE RPTR CANNOT BELIEVE HE MANEUVERED THE ACFT SO AGGRESSIVELY SO LOW TO THE GND TO SALVAGE THE APCH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED HE HAS SINCE FLOWN THE ILS TO RWY 23 AT CLE. THERE WAS NO ABNORMALITY ON THE LOC. WHEN THE LOC WAS SCALLOPING, THE TWR ASSURED THE PLTS THERE WERE NO INTRUSIONS BY VEHICLES ON THE ILS CLR AREAS. THE RPTR STATED HE SENT THE RPT IN FOR 2 REASONS. ONE WAS TO ALERT THE INDUSTRY ABOUT THE CLE RWY 23 ILS. THAT SEEMS TO HAVE BEEN CORRECTED. THE SECOND REASON WAS TO ALERT THE INDUSTRY OF THE HUMAN FACTORS TENDENCY TO ATTEMPT TO SALVAGE AN APCH DURING THE APCH THAT HE WOULD HAVE MADE A MISSED APCH ON WERE HE POSSESSED WITH THE JUDGEMENT THAT EXISTS REMOTE FROM THE SIT.
