Narrative:
Leaving merida, mexico airspace told to contact ZMA at minow intersection (the fir boundary). Shortly after passing minow intersection, attempts to contact ZMA were not successful, apparently due to equipment malfunction with our VHF radio. Several mins passed before successfully contacting ZMA, at which time ZMA advised that they had not received our minow intersection call and they had begun a 'scramble' on us as an unidented aircraft into the ADIZ.

Title: ACFT EQUIP PROB. VHF RADIO COM. FLC CLRED TO RPT FIR BOUNDARY, BUT WERE UNABLE BECAUSE OF RADIO COM DIFFICULTY. WHEN ESTABLISHING COM LATER, THE CTR HAD INITIATED SCRAMBLE ON UNIDENTED ACFT AT ADIZ.
Narrative: LEAVING MERIDA, MEXICO AIRSPACE TOLD TO CONTACT ZMA AT MINOW INTXN (THE FIR BOUNDARY). SHORTLY AFTER PASSING MINOW INTXN, ATTEMPTS TO CONTACT ZMA WERE NOT SUCCESSFUL, APPARENTLY DUE TO EQUIP MALFUNCTION WITH OUR VHF RADIO. SEVERAL MINS PASSED BEFORE SUCCESSFULLY CONTACTING ZMA, AT WHICH TIME ZMA ADVISED THAT THEY HAD NOT RECEIVED OUR MINOW INTXN CALL AND THEY HAD BEGUN A 'SCRAMBLE' ON US AS AN UNIDENTED ACFT INTO THE ADIZ.
