Narrative:

Dca VOR/DME 18 on may/xx/96 at XX00Z we were approximately 5 DME fix at 1500 ft MSL when ATC advised altitude alert. We were over the river on course and altitude. WX was raining/lightning and visibility about 3 mi. Nothing else from ATC. Uneventful approach to a normal landing at dca. Very distracting call at that time in the flight.

Title: WITH ACFT ON COURSE AND ALT 1500 FT, APCH CTLR RECEIVED A LOW ALT ALERT AND NOTIFIED THE FLC. THE ERRONEOUS ALERT PROBABLY WAS ATTRIBUTED TO RAIN AND LIGHTNING IN THE AREA.
