Narrative:

Coming into fll on marlin arrival, approximately XA50, approach control vectored us 240 degrees, pointing us toward airport at 4000 ft. I mentioned to first officer we are very close for downwind, we need a westerly turn. On approach we hear call to 'military a.' first notification to us they are in pattern. We then are vectored 280 degree heading. We then fly extended downwind 15-16 mi. We figure it is to accommodate the miolz. We hear military B to tower. Approach turns us 150 degrees, cutting us back toward field more than abnormal 180 degree base, then descent to 2000 ft turn to 120 degrees plus intercept, cleared ILS runway 9L fll. This put us intercepting about 8 mi out, 2 mi outside IAF. We were told to maintain 170 KTS to marker, contact tower at marker. We contact tower, we lower gear final flaps, checklist complete. Tower clears us to land. Just prior to marker, we hear on tower military B clear visual approach. Tower points them out to us. They are a 6-SHIP in close formation turning left base from north 1 1/2 mi out. We are approximately 4 mi from them. (We have landing clearance.) military Z hit end of runway and do normal military pitchout (approximately XA00) with approximately 3 second break between ships to left. They are now on downwind north of field and almost co-altitude. We are 800-1000, 2 1/2 - 3 mi out. Tower says air carrier a turn left 360 degrees (right into them) and climb to 2000 ft. We did this posthaste (we never got a TCASII). Suspect military Z had selective identify feature in standby. We were then vectored out (climb to 4000 ft) for another approach. 1) approach should have waited till military Z were all down to start approachs. 2) military Z liaison should have told tower what they were going to do. 3) lead should have had selective identify feature on.

THIS PUT US INTERCEPTING ABOUT 8 MI OUT, 2 MI OUTSIDE IAF. WE WERE TOLD TO MAINTAIN 170 KTS TO MARKER, CONTACT TWR AT MARKER. WE CONTACT TWR, WE LOWER GEAR FINAL FLAPS, CHKLIST COMPLETE. TWR CLRS US TO LAND. JUST PRIOR TO MARKER, WE HEAR ON TWR MIL B CLR VISUAL APCH. TWR POINTS THEM OUT TO US. THEY ARE A 6-SHIP IN CLOSE FORMATION TURNING L BASE FROM N 1 1/2 MI OUT. WE ARE APPROX 4 MI FROM THEM. (WE HAVE LNDG CLRNC.) MIL Z HIT END OF RWY AND DO NORMAL MIL PITCHOUT (APPROX XA00) WITH APPROX 3 SECOND BREAK BTWN SHIPS TO L. THEY ARE NOW ON DOWNWIND N OF FIELD AND ALMOST CO-ALT. WE ARE 800-1000, 2 1/2 - 3 MI OUT. TWR SAYS ACR A TURN L 360 DEGS (RIGHT INTO THEM) AND CLB TO 2000 FT. WE DID THIS POSTHASTE (WE NEVER GOT A TCASII). SUSPECT MIL Z HAD SELECTIVE IDENT FEATURE IN STANDBY. WE WERE THEN VECTORED OUT (CLB TO 4000 FT) FOR ANOTHER APCH. 1) APCH SHOULD HAVE WAITED TILL MIL Z WERE ALL DOWN TO START APCHS. 2) MIL Z LIAISON SHOULD HAVE TOLD TWR WHAT THEY WERE GOING TO DO. 3) LEAD SHOULD HAVE HAD SELECTIVE IDENT FEATURE ON.
