Narrative:

We departed gjt airport before fueling aircraft for 1 hour flight. We had some maintenance write-ups so the captain went into terminal to call for control numbers. I stayed with the aircraft and performed postflt inspection and helped flight attendant with bags, as the passenger were boarding. I was first in to the flight deck. The captain was 10 seconds behind me. I was working on the manifest and the captain asked if I had done the before start checklist. I told him 'no.' he then performed the checklist as I completed the manifest. It is at this time that the fuel quantity is checked on the before start checklist. He then started the #2 engine. I was then done with the manifest and joined him in the checklist at #1 engine. I then ran the after start checklist, and called for taxi clearance, IFR clearance before takeoff checklist, and the takeoff finals. Approximately 5 mins into the climb the captain noticed not enough fuel for trip (approximately 1000 pounds). We returned to the airport for fuel. Although he missed the fuel quantity on the checklist we both have responsibility, as a crew, to complete a flight successfully. The checklists should be read command and response. This would eliminate this error in the future.

Title: FLC OF AN EMB120 DEPARTED WITH INSUFFICIENT FUEL FOR THE TRIP AND HAD TO RETURN LAND FOR MORE FUEL.

Narrative: WE DEPARTED GJT ARPT BEFORE FUELING ACFT FOR 1 HR FLT. WE HAD SOME MAINT WRITE-UPS SO THE CAPT WENT INTO TERMINAL TO CALL FOR CTL NUMBERS. I STAYED WITH THE ACFT AND PERFORMED POSTFLT INSPECTION AND HELPED FLT ATTENDANT WITH BAGS, AS THE PAX WERE BOARDING. I WAS FIRST IN TO THE FLT DECK. THE CAPT WAS 10 SECONDS BEHIND ME. I WAS WORKING ON THE MANIFEST AND THE CAPT ASKED IF I HAD DONE THE BEFORE START CHKLIST. I TOLD HIM 'NO.' HE THEN PERFORMED THE CHKLIST AS I COMPLETED THE MANIFEST. IT IS AT THIS TIME THAT THE FUEL QUANTITY IS CHKED ON THE BEFORE START CHKLIST. HE THEN STARTED THE #2 ENG. I WAS THEN DONE WITH THE MANIFEST AND JOINED HIM IN THE CHKLIST AT #1 ENG. I THEN RAN THE AFTER START CHKLIST, AND CALLED FOR TAXI CLRNC, IFR CLRNC BEFORE TKOF CHKLIST, AND THE TKOF FINALS. APPROX 5 MINS INTO THE CLB THE CAPT NOTICED NOT ENOUGH FUEL FOR TRIP (APPROX 1000 LBS). WE RETURNED TO THE ARPT FOR FUEL. ALTHOUGH HE MISSED THE FUEL QUANTITY ON THE CHKLIST WE BOTH HAVE RESPONSIBILITY, AS A CREW, TO COMPLETE A FLT SUCCESSFULLY. THE CHKLISTS SHOULD BE READ COMMAND AND RESPONSE. THIS WOULD ELIMINATE THIS ERROR IN THE FUTURE.
