Narrative:
Air carrier X flight xx, a B737-400 was on a visual approach to runway 18L at tpa. On approximately 2 mi final tower advised that a helicopter would cross runway 18L at runway 9/27. A falcon jet landed before us and failed to clear the runway. Air carrier X flight announced a go around on tower frequency 119.5 and executed a go around. At approximately 150 ft AGL a helicopter was seen at approximately 1 O'clock, altitude approximately 200 ft AGL on a collision course. Both aircraft turned left, helicopter climbed, air carrier X leveled at 150 ft AGL. Once clear of conflict, go around was continued. Tpa tower made no transmission until both aircraft had already taken evasive action. Tpa tower should have been alert to a potential conflict upon observing falcon in front of air carrier X not clearing the runway. Upon either hearing announcement of go around or upon seeing it, tower should have at least issued an advisory to the helicopter. It was my opinion that tpa tower lacked situational awareness.

Title: FLC OF A B737-400 MADE A GAR WHEN THE PRECEDING ACFT HAD NOT YET CLRED THE RWY RESULTING IN A NMAC WITH A HELI XING OVER THE RWY.
Narrative: ACR X FLT XX, A B737-400 WAS ON A VISUAL APCH TO RWY 18L AT TPA. ON APPROX 2 MI FINAL TWR ADVISED THAT A HELI WOULD CROSS RWY 18L AT RWY 9/27. A FALCON JET LANDED BEFORE US AND FAILED TO CLR THE RWY. ACR X FLT ANNOUNCED A GAR ON TWR FREQ 119.5 AND EXECUTED A GAR. AT APPROX 150 FT AGL A HELI WAS SEEN AT APPROX 1 O'CLOCK, ALT APPROX 200 FT AGL ON A COLLISION COURSE. BOTH ACFT TURNED L, HELI CLBED, ACR X LEVELED AT 150 FT AGL. ONCE CLR OF CONFLICT, GAR WAS CONTINUED. TPA TWR MADE NO XMISSION UNTIL BOTH ACFT HAD ALREADY TAKEN EVASIVE ACTION. TPA TWR SHOULD HAVE BEEN ALERT TO A POTENTIAL CONFLICT UPON OBSERVING FALCON IN FRONT OF ACR X NOT CLRING THE RWY. UPON EITHER HEARING ANNOUNCEMENT OF GAR OR UPON SEEING IT, TWR SHOULD HAVE AT LEAST ISSUED AN ADVISORY TO THE HELI. IT WAS MY OPINION THAT TPA TWR LACKED SITUATIONAL AWARENESS.
