Narrative:
The HU25 was cleared to cross the active runway, meanwhile a BE55 called ready for takeoff, just as I was about to issue an IFR clearance to another aircraft. I cleared the BE55 for takeoff, and then issued the IFR clearance to another aircraft. As I returned my scan to the departing BE55, who was rolling now, I saw the HU25 crossing mid-runway at the runway mid-point. The HU25 cleared the runway as the BE55 rotated, closest point 1/2 mi of concrete. Lesson learned, scan!!
