Narrative:

We were assigned an altitude of 3000 ft until advised. The pilot was a foreign pilot with poor skills. The pilot was unstable on the approach and descended to an altitude of 2000 ft. The controller did descend us for the approach. The controller yelled at us and we corrected the error.
