Narrative description: vehicle, tan color. My aircraft, a cessna 172, was proceeding east on taxiway D parallel to runway 9/27 approaching the intersection. A vehicle from the south lewis university area, amber lights flashing, paused at runway 9/27, continued past the taxiway D, failed to stop and proceeded directly in front of my aircraft, making no effort to stop. I parked my aircraft and questioned the female driver. She stated she was also a pilot, had permission to be anywhere on the airport with the authority/authorized of airport manager. According to 'the rules and regulations' of the joliet port regional airport issued by the airport manager, it states: that all vehicles, except emergency vehicles, shall yield to any and all aircraft in motion.

Title: C172 PLT TAXIING HAS CLOSE ENCOUNTER WITH VEHICLE WHICH FAILS TO STOP FOR ACFT.

Narrative: NARRATIVE DESCRIPTION: VEHICLE, TAN COLOR. MY ACFT, A CESSNA 172, WAS PROCEEDING E ON TXWY D PARALLEL TO RWY 9/27 APCHING THE INTXN. A VEHICLE FROM THE SOUTH LEWIS UNIVERSITY AREA, AMBER LIGHTS FLASHING, PAUSED AT RWY 9/27, CONTINUED PAST THE TXWY D, FAILED TO STOP AND PROCEEDED DIRECTLY IN FRONT OF MY ACFT, MAKING NO EFFORT TO STOP. I PARKED MY ACFT AND QUESTIONED THE FEMALE DRIVER. SHE STATED SHE WAS ALSO A PLT, HAD PERMISSION TO BE ANYWHERE ON THE ARPT WITH THE AUTH OF ARPT MGR. ACCORDING TO 'THE RULES AND REGS' OF THE JOLIET PORT REGIONAL ARPT ISSUED BY THE ARPT MGR, IT STATES: THAT ALL VEHICLES, EXCEPT EMER VEHICLES, SHALL YIELD TO ANY AND ALL ACFT IN MOTION.
