Narrative:
Started #2 engine to taxi. When increasing power to taxi, the FBO manager ran out of the building and across the ramp toward the rear of our aircraft. I remembered he had pulled a low wing single out of the hangar and parked it approximately 75 ft behind our aircraft about 45 mins prior to our departure. Unable to see what was going on behind us, I brought the power back to idle for approximately 1 min to give him a chance to move the aircraft. I then brought the power back up and taxied for departure. Upon arriving back at base, I found the FBO manager had called wanting to talk to the chief pilot. I returned his call to apologize and see if there was any damage. The FBO manager was very irate, accusing me of doing our 'runup' on the ramp, and that he was going to 'turn this matter over to the FAA.' he reported no damage to the single engine aircraft.

Title: A LEARJET 25 PLT RPTS THAT HIS BREAKAWAY JET BLAST ANNOYED A DWU FBO MGR.
Narrative: STARTED #2 ENG TO TAXI. WHEN INCREASING PWR TO TAXI, THE FBO MGR RAN OUT OF THE BUILDING AND ACROSS THE RAMP TOWARD THE REAR OF OUR ACFT. I REMEMBERED HE HAD PULLED A LOW WING SINGLE OUT OF THE HANGAR AND PARKED IT APPROX 75 FT BEHIND OUR ACFT ABOUT 45 MINS PRIOR TO OUR DEP. UNABLE TO SEE WHAT WAS GOING ON BEHIND US, I BROUGHT THE PWR BACK TO IDLE FOR APPROX 1 MIN TO GIVE HIM A CHANCE TO MOVE THE ACFT. I THEN BROUGHT THE PWR BACK UP AND TAXIED FOR DEP.
