While descending through FL250 (with engine heat on) throttles were retarded to idle. Cabin pressure went to maximum climb. No pack or bleed trips occurred. Cabin could not be controled in standby or manual. Emergency descent was requested and completed to 11000 ft. Cabin reached a maximum of 12000 ft. No oxygen masks deployed. No injuries to anyone. All pilot manual procedures accomplished. Emergency handling discontinued and aircraft landed normally at atlanta.
