Narrative:

While on approach, another aircraft was seen landing ahead of us on the runway. We were on a 2 mi final. The aircraft appeared to be turning off the runway, but then continued down the runway. We decided we could safely land, as we were on the flare at this point. We touched down before the other aircraft cleared the runway. This could have been prevented had the other aircraft exited the runway earlier at the first taxiway, or by us executing a go around. The aircraft was, however, at the end of a 5500 ft runway. We had at least 4000 ft to stop the aircraft and did so without causing a 'near miss.'

Title: FLC OF A CESSNA 550, CITATION, LANDED WHEN ANOTHER ACFT HAD NOT CLRED THE RWY AT A NON TWR ARPT CONTRARY TO FAR 91 PT 115(G).

Narrative: WHILE ON APCH, ANOTHER ACFT WAS SEEN LNDG AHEAD OF US ON THE RWY. WE WERE ON A 2 MI FINAL. THE ACFT APPEARED TO BE TURNING OFF THE RWY, BUT THEN CONTINUED DOWN THE RWY. WE DECIDED WE COULD SAFELY LAND, AS WE WERE ON THE FLARE AT THIS POINT. WE TOUCHED DOWN BEFORE THE OTHER ACFT CLRED THE RWY. THIS COULD HAVE BEEN PREVENTED HAD THE OTHER ACFT EXITED THE RWY EARLIER AT THE FIRST TXWY, OR BY US EXECUTING A GAR. THE ACFT WAS, HOWEVER, AT THE END OF A 5500 FT RWY. WE HAD AT LEAST 4000 FT TO STOP THE ACFT AND DID SO WITHOUT CAUSING A 'NEAR MISS.'
