Narrative:
At AB45Z the taxiway and runway lights began to vary intensity and turn on and off by themselves!! Aircraft (about 25-30) were taxiing, taking off or landing. My shift ended 45 mins later and the problem was still unsolved. This creates a very dangerous situation. This airport has had a recent history of lighting problems. Callback conversation with reporter revealed the following information: reporter stated that this situation lasted for 4 to 5 days and was very disturbing. Night departures and arrs would suddenly find no lights, or continuously dimming lighting. Reporter has no idea what the cause was. The allegheny county airport management is responsible for all lighting except the approach lights, and reporter has been unable to find out what occurred. He does know there was some construction going on at the time. He hopes the information will be retained in the database because he feels the ucr that was filed will be held for a while, and then he will be notified that the situation is ok now and that will be the end.

Title: CTLR RPT REGARDING VARIABLE INTENSITY AND OFF AND ON TXWY LIGHTS WITH NO INPUT FROM CTLR.
Narrative: AT AB45Z THE TXWY AND RWY LIGHTS BEGAN TO VARY INTENSITY AND TURN ON AND OFF BY THEMSELVES!! ACFT (ABOUT 25-30) WERE TAXIING, TAKING OFF OR LNDG. MY SHIFT ENDED 45 MINS LATER AND THE PROB WAS STILL UNSOLVED. THIS CREATES A VERY DANGEROUS SIT. THIS ARPT HAS HAD A RECENT HISTORY OF LIGHTING PROBS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THIS SIT LASTED FOR 4 TO 5 DAYS AND WAS VERY DISTURBING. NIGHT DEPS AND ARRS WOULD SUDDENLY FIND NO LIGHTS, OR CONTINUOUSLY DIMMING LIGHTING. RPTR HAS NO IDEA WHAT THE CAUSE WAS. THE ALLEGHENY COUNTY ARPT MGMNT IS RESPONSIBLE FOR ALL LIGHTING EXCEPT THE APCH LIGHTS, AND RPTR HAS BEEN UNABLE TO FIND OUT WHAT OCCURRED. HE DOES KNOW THERE WAS SOME CONSTRUCTION GOING ON AT THE TIME. HE HOPES THE INFO WILL BE RETAINED IN THE DATABASE BECAUSE HE FEELS THE UCR THAT WAS FILED WILL BE HELD FOR A WHILE, AND THEN HE WILL BE NOTIFIED THAT THE SIT IS OK NOW AND THAT WILL BE THE END.
