Narrative:
Heard centurion small aircraft X call for clearance through pao D airspace while awaiting release. Small aircraft X wanted clearance from san carlos to reid hillview. Pao was 800/2, small aircraft X was not cleared in. On IFR departure from pao, bay called traffic several times while we were IMC. On breaking out, observed a centurion 100 ft above cloud tops within 1 mi laterally. Definite centurion failure to maintain cloud separation, probable unauthorized IMC.

Title: INSTRUCTOR PLT OF A PIPER PA28 DURING AN IFR DEP OBSERVED TFC (C210) BELIEVED TO BE OPERATING VFR IN IMC 100 FT ABOVE THE CLOUD TOPS. RPTR SUSPICIONS THAT THE OTHER ACFT IS THE SAME ONE THAT WAS DENIED IFR CLRNC THROUGH THE AIRSPACE HE WAS OPERATING IN AT THE TIME OF SIGHTING, BUT WAS NOT VERIFIED.
Narrative: HEARD CENTURION SMA X CALL FOR CLRNC THROUGH PAO D AIRSPACE WHILE AWAITING RELEASE. SMA X WANTED CLRNC FROM SAN CARLOS TO REID HILLVIEW. PAO WAS 800/2, SMA X WAS NOT CLRED IN. ON IFR DEP FROM PAO, BAY CALLED TFC SEVERAL TIMES WHILE WE WERE IMC. ON BREAKING OUT, OBSERVED A CENTURION 100 FT ABOVE CLOUD TOPS WITHIN 1 MI LATERALLY. DEFINITE CENTURION FAILURE TO MAINTAIN CLOUD SEPARATION, PROBABLE UNAUTH IMC.
