Narrative:
While on a local photo flight for downtown air service, I was forced down by a county and state helicopter. During this force down I was told that I was 200 ft too low.

Narrative: WHILE ON A LCL PHOTO FLT FOR DOWNTOWN AIR SVC, I WAS FORCED DOWN BY A COUNTY AND STATE HELI. DURING THIS FORCE DOWN I WAS TOLD THAT I WAS 200 FT TOO LOW.
