Narrative:
Aircraft X cleared to land on runway 23. Aircraft Y on runway 19. Standard separation was intact until the local controller gave aircraft X permission to make 180 degrees on runway 23 turn right on taxiway C cross runway 19 without delay. When aircraft Y crossed threshold of runway 19, aircraft X was still in the middle of the intersection. Aircraft X should have been given new instructions.

Title: LCL CTLR HAS 2 ACFT LNDG ON CONVERGING RWYS, GIVES ONE ACFT A TURN AND APPROVAL TO CROSS THE ACTIVE CONVERGING RWY WITH THE OTHER ACFT LNDG.
Narrative: ACFT X CLRED TO LAND ON RWY 23. ACFT Y ON RWY 19. STANDARD SEPARATION WAS INTACT UNTIL THE LCL CTLR GAVE ACFT X PERMISSION TO MAKE 180 DEGS ON RWY 23 TURN R ON TXWY C CROSS RWY 19 WITHOUT DELAY. WHEN ACFT Y CROSSED THRESHOLD OF RWY 19, ACFT X WAS STILL IN THE MIDDLE OF THE INTXN. ACFT X SHOULD HAVE BEEN GIVEN NEW INSTRUCTIONS.
