Narrative:

While climbing through approximately FL185 on the way up to do some aerial photography at the cos 205 degrees at 12 NM at FL230 through FL240, the right engine quit. We were on an IFR flight plan and cleared to the area and the block FL230 through FL240. I tried to contact center and tell them I was descending into colorado springs but they said the radio transmission was broken and couldn't understand it. By the time I got the engine restarted we had lost +/-1000 ft! I reestablished better radio communications and told him that we had the problem solved and were climbing to FL230 through FL240. I don't know what I would have done differently. The mechanic was not able to determine the cause of the engine failure. It seemed to restart when I activated the high boost pump. I would have declared an emergency and descended into colorado springs if I hadn't been able to restart the engine.

Title: A C320 CORPORATE PLT LOSES HIS R ENG FOR A SHORT TIME. STARTS DSCNT AND HAS A RADIO COM PROB WITH ATC. RESTARTS ENG AND RESUMES CLB.

I TRIED TO CONTACT CTR AND TELL THEM I WAS DSNDING INTO COLORADO SPRINGS BUT THEY SAID THE RADIO XMISSION WAS BROKEN AND COULDN'T UNDERSTAND IT. BY THE TIME I GOT THE ENG RESTARTED WE HAD LOST +/-1000 FT! I REESTABLISHED BETTER RADIO COMS AND TOLD HIM THAT WE HAD THE PROB SOLVED AND WERE CLBING TO FL230 THROUGH FL240. I DON'T KNOW WHAT I WOULD HAVE DONE DIFFERENTLY. THE MECH WAS NOT ABLE TO DETERMINE THE CAUSE OF THE ENG FAILURE. IT SEEMED TO RESTART WHEN I ACTIVATED THE HIGH BOOST PUMP. I WOULD HAVE DECLARED AN EMER AND DSNDED INTO COLORADO SPRINGS IF I HADN'T BEEN ABLE TO RESTART THE ENG.
