Narrative:
Air carrier, DHC8, asked the controller if there was any traffic in their vicinity. The controller advised the air carrier of the nearest aircraft that was at 2400 ft, below the air carrier. The air carrier said this is not working and turned his TCASII off for safety reasons! I always add 1000 ft and 3-5 extra mi above minimum separation, reducing my capacity, since TCASII came to be. TCASII impacts ATC by reducing capacity of airspace while the FAA mandates we work the continuing increase of traffic. If this aircraft was stacked with another he would have climbed into it not knowing he was getting an erroneous RA that the pilot is mandated to fly. In summary, impact of 2 aircraft due to TCASII is imminent.

Title: APCH CTLR WAS QUESTIONED ABOUT PROX OF TFC BY A DHC8 FLC WHO WAS GETTING A TCASII RA. CTLR ADVISED FLC NEAREST TFC WAS 600 FT BELOW. FLC TURNED OFF THEIR TCASII FOR SAFETY REASONS.
Narrative: ACR, DHC8, ASKED THE CTLR IF THERE WAS ANY TFC IN THEIR VICINITY. THE CTLR ADVISED THE ACR OF THE NEAREST ACFT THAT WAS AT 2400 FT, BELOW THE ACR. THE ACR SAID THIS IS NOT WORKING AND TURNED HIS TCASII OFF FOR SAFETY REASONS! I ALWAYS ADD 1000 FT AND 3-5 EXTRA MI ABOVE MINIMUM SEPARATION, REDUCING MY CAPACITY, SINCE TCASII CAME TO BE. TCASII IMPACTS ATC BY REDUCING CAPACITY OF AIRSPACE WHILE THE FAA MANDATES WE WORK THE CONTINUING INCREASE OF TFC. IF THIS ACFT WAS STACKED WITH ANOTHER HE WOULD HAVE CLBED INTO IT NOT KNOWING HE WAS GETTING AN ERRONEOUS RA THAT THE PLT IS MANDATED TO FLY. IN SUMMARY, IMPACT OF 2 ACFT DUE TO TCASII IS IMMINENT.
