Narrative:

After commencing VOR qit ILS runway 35 approach and leaving qit VOR 17000 ft for 13200 ft, at 16000 ft told by ATC to maintain 17000 ft. At this time noticed a DC8 above and to our right. We were approximately 4 DME past the VOR at this time. We talked to ATC in quito. They said 'we lost radar on aircraft Y,' but gave us no warning of aircraft or no instructions to hold 17000 ft prior to the start of the approach. Need english understanding controllers.

Title: A DC8 CREW IS STOPPED FROM FURTHER DSCNT DURING APCH BY THE CTLR AT QUITO DUE TO THEIR PROX TO ANOTHER ACFT. THAT ACFT, ANOTHER DC8 FREIGHTER, WAS LOST ON THE RADAR BY APCH CTLR WHO FAILED TO PREVENT THE POTENTIAL CONFLICT. NEITHER ACFT WAS EQUIPPED WITH TCASII.

WE WERE APPROX 4 DME PAST THE VOR AT THIS TIME. WE TALKED TO ATC IN QUITO. THEY SAID 'WE LOST RADAR ON ACFT Y,' BUT GAVE US NO WARNING OF ACFT OR NO INSTRUCTIONS TO HOLD 17000 FT PRIOR TO THE START OF THE APCH. NEED ENGLISH UNDERSTANDING CTLRS.
