Narrative:
During taxi-in from previous flight, ramp area was clear. During preflight for next flight ramp area was clear. During passenger boarding air carrier ramp personnel placed 2 'orange traffic' cones on main ramp in preparation for inbound B727. First officer cleared r- hand side of aircraft for taxi. First officer did not see cones at 1 O'clock position, captain received 'wave off' from company ramper and began taxi to runway 21. Ramper saw cone, but thought it would clear the l-hand engine. It did not. #1 propeller struck cone, bending 1 blade. Pieces of cone struck and damaged the l-hand side of fuselage and bounced into #2 propeller. All 8 blades, both propellers, stuck the cone. Returned to gate, and flight was canceled. Suggested solution: air carrier ramp could wait until their aircraft is parked before setting up the cones. Company could move parking operations further away and paint lead-out lines to assist in crew taxi. No injuries.

Title: FLC FAILED TO NOTICE CONES PLACED ON RAMP BY ACR. L PROP STRUCK CONES DAMAGING PROP AND FUSELAGE. FLT CANCELED.
Narrative: DURING TAXI-IN FROM PREVIOUS FLT, RAMP AREA WAS CLR. DURING PREFLT FOR NEXT FLT RAMP AREA WAS CLR. DURING PAX BOARDING ACR RAMP PERSONNEL PLACED 2 'ORANGE TFC' CONES ON MAIN RAMP IN PREPARATION FOR INBOUND B727. FO CLRED R- HAND SIDE OF ACFT FOR TAXI. FO DID NOT SEE CONES AT 1 O'CLOCK POS, CAPT RECEIVED 'WAVE OFF' FROM COMPANY RAMPER AND BEGAN TAXI TO RWY 21. RAMPER SAW CONE, BUT THOUGHT IT WOULD CLR THE L-HAND ENG. IT DID NOT. #1 PROP STRUCK CONE, BENDING 1 BLADE. PIECES OF CONE STRUCK AND DAMAGED THE L-HAND SIDE OF FUSELAGE AND BOUNCED INTO #2 PROP. ALL 8 BLADES, BOTH PROPS, STUCK THE CONE. RETURNED TO GATE, AND FLT WAS CANCELED. SUGGESTED SOLUTION: ACR RAMP COULD WAIT UNTIL THEIR ACFT IS PARKED BEFORE SETTING UP THE CONES. COMPANY COULD MOVE PARKING OPS FURTHER AWAY AND PAINT LEAD-OUT LINES TO ASSIST IN CREW TAXI. NO INJURIES.
