Narrative:
Flying under radar contact with geg, 15 mi southwest. Engine RPM started oscillating by 700 to 1000, up and down continuously. I contacted spokane approach control and advised that engine problems existed and requested an emergency approach. Spokane approach advised that clearance could be received to land at fairchild air force base if desired. I had fairchild runway 5 in sight and received clearance to land at fairchild. Landing was without damage to aircraft or persons.

Title: AN SMA PLT HAD TO LAND AT FAIRCHILD AIR FORCE BASE. EMER DECLARED. ACFT EQUIP PROB FLUCTUATING ENG RPM FOR UNKNOWN CAUSE.
Narrative: FLYING UNDER RADAR CONTACT WITH GEG, 15 MI SW. ENG RPM STARTED OSCILLATING BY 700 TO 1000, UP AND DOWN CONTINUOUSLY. I CONTACTED SPOKANE APCH CTL AND ADVISED THAT ENG PROBS EXISTED AND REQUESTED AN EMER APCH. SPOKANE APCH ADVISED THAT CLRNC COULD BE RECEIVED TO LAND AT FAIRCHILD AIR FORCE BASE IF DESIRED. I HAD FAIRCHILD RWY 5 IN SIGHT AND RECEIVED CLRNC TO LAND AT FAIRCHILD. LNDG WAS WITHOUT DAMAGE TO ACFT OR PERSONS.
