Narrative:

Runway 14 ILS/DME has been in use since the end of june. It has never been fully commissioned. We have been using it illegally all this time, due to management and airways facilities incompetence or oversight. It has been involved in at least 1 operational error. We also rarely have functioning wind instruments on the field, and we do not have an accurate wind indicator for runway 14. Also, check the ILS/DME 14 plate. There is no RVR on runway 14.

Title: ATC RPTR ALLEGES THAT THE NEWLY CHARTED ILS DME RWY 14 HAS NOT BEEN FULLY COMMISSIONED. RPTR BLAMES AIRWAYS FACILITIES AND AIR TFC MGMNT FOR THE PROB AND STATES THAT AT LEAST 1 OPERROR HAS OCCURRED BECAUSE OF THE PROC.
