Narrative:
Slowed during climb because of light chop. Dfw regional departure on 118.55 asked us our climb airspeed and we advised him. Later on 132.02 ZFW again asked us for our climb speed even though it had not changed since we had told regional departure what it was going to be. We told ZFW again what our climb airspeed was. He queried us why we had not told him that it was less than the 450 KT cruise true airspeed (TAS) the flight was filed to fly. I told him we had advised regional departure on 118.55 what our climb airspeed was and furthermore politely advised him that the requirement to advise ATC of changes in true airspeed of more than 5 percent is for cruise TAS and not climb.

Title: MD80 CLBING ENCOUNTERED TURB, REDUCED AIRSPD AND ADVISED DEP CTL. WHEN ON CTR FREQ THEY QUESTIONED THE IAS AND WHY THEY WERE NOT ADVISED.
Narrative: SLOWED DURING CLB BECAUSE OF LIGHT CHOP. DFW REGIONAL DEP ON 118.55 ASKED US OUR CLB AIRSPD AND WE ADVISED HIM. LATER ON 132.02 ZFW AGAIN ASKED US FOR OUR CLB SPD EVEN THOUGH IT HAD NOT CHANGED SINCE WE HAD TOLD REGIONAL DEP WHAT IT WAS GOING TO BE. WE TOLD ZFW AGAIN WHAT OUR CLB AIRSPD WAS. HE QUERIED US WHY WE HAD NOT TOLD HIM THAT IT WAS LESS THAN THE 450 KT CRUISE TRUE AIRSPD (TAS) THE FLT WAS FILED TO FLY. I TOLD HIM WE HAD ADVISED REGIONAL DEP ON 118.55 WHAT OUR CLB AIRSPD WAS AND FURTHERMORE POLITELY ADVISED HIM THAT THE REQUIREMENT TO ADVISE ATC OF CHANGES IN TRUE AIRSPD OF MORE THAN 5 PERCENT IS FOR CRUISE TAS AND NOT CLB.
