Narrative:
Departed san diego lindbergh field on the peble 2 SID. My copilot failed to turn to the heading 290 degrees after departure, but did turn to 290 degrees at 4000 ft. My copilot said tower told him during clearance to fly runway heading. Departure didn't know anything about it. At no time was there any conflict with any airplanes.
